In the past, homeowner's architectural requests could be handled quickly via email by the Board of Directors.  Current Arizona State legislation requires that these issues be held in an open meeting. To hold an open meeting, Board members are contacted to determine their availability and if a quorum can be met (3 of the 5 Board members). A meeting time and place is then established.  The members of the Association are then given 48 hours notice through a public notification.  Keystone's public notifications are on this web-site and on the bulletin board at the community pool.  To establish availability, quorum requirements, and member notifications take TIME.
